In the work, pay attention to guiding enterprises to use the medium frequency furnace production legally and reasonably to avoid "accidental injury" caused by banning the work of "ground bar". In February 2017, the Ministry of industry and information technology and the development and Reform Commission guided five industry associations, including China Iron and Steel Industry Association, China Metal Association, China Foundry Association, China Special Steel Enterprise Association, and China Special Steel Enterprise Association Stainless Steel Branch, to study and formulate the opinions on supporting and cracking down on "ground bar steel" and defining the scope of use of power frequency and medium frequency induction furnaces (hereinafter referred to as the opinions), The scope of enterprises that should ban the "floor bar steel" and can retain the use of medium frequency furnaces is clearly defined. If the medium frequency furnace is used for production but does not belong to the backward production process, the enterprise shall be supported to produce according to laws and regulations. It is specified in the opinions that in the production of special alloy materials, the medium (industrial) frequency furnace is used to melt the metal materials by induction heating, and then the refining process is used to produce precision alloys, amorphous alloys and other special alloy materials; In special steel enterprises equipped with electroslag furnaces or consumable furnaces, steel casting or forging billets (ingots) produced by medium frequency furnaces are used as electrodes, and then remelted and refined by electroslag remelting or vacuum consumable process to produce special alloy materials such as high-temperature alloys, precision alloys and corrosion-resistant alloys of special quality; In addition, the medium (industrial) frequency furnace used in scientific research institutes and iron and steel enterprises with national, provincial and ministerial enterprise technology center qualifications is not included in the shutdown.



The Ministry of industry and information technology said that in the next step, it will work with the development and Reform Commission and the member units of the inter ministerial Joint Conference on the development of iron and steel coal industry to resolve excess capacity and difficulties, continue to consolidate and resolve the achievements of iron and steel overcapacity, and severely crack down on the illegal production and sales of "ground bars"; For the production using medium (industrial) frequency furnace, but not belonging to the production capacity of "ground bar steel" or other backward production processes, the enterprise shall be supported to carry out technical transformation and upgrading according to laws and regulations to achieve high-quality development.
