India makes its first anti subsidy sunset review final ruling on Chinas 200 series hot rolled stainless steel plates

On April 6, 2023, the Ministry of Commerce and Industry of India issued a notice stating that it had made the first affirmative sunset review ruling on hot rolled and cold rolled stainless steel plates (Hot Rolled and Cold Rolled Stainless Steel Flat Products) originating or imported from China. It was recommended to continue to impose a countervailing duty of 18.95% of the imported customs value on Chinas hot rolled and cold rolled stainless steel plates, with a validity period of 5 years. The countervailing measures in this case only apply to the 200 series of hot-rolled and cold-rolled stainless steel plates, involving products under Indian customs codes 7219 and 7220.
On April 12, 2016, the Indian Ministry of Commerce and Industry announced that, in response to the application of domestic Indian companies Jindal Stainless Limited and Jindal Stainless (Hisar) Limited, it had decided to initiate a countervailing investigation against hot-rolled and cold-rolled stainless steel plates originating from or imported from China.
On July 4, 2017, India made a final affirmative determination on the countervailing measures in this case.
On September 7, 2017, India began to impose a countervailing duty of 18.95% of the import declaration price on Chinese products involved in the case.
On February 1, 2021, the Taxation Bureau of the Indian Ministry of Finance announced that from February 2, 2021 to September 30, 2021, the imposition of countervailing duties on hot-rolled and cold-rolled stainless steel plates originating or imported from China will be suspended.
On October 8, 2021, the Indian Ministry of Commerce and Industry announced that in response to applications submitted by Indian companies Jindal Stainless Limited and Jindal Stainless (Hisar) Limited, the first countervailing sunset review investigation will be launched against hot-rolled and cold-rolled stainless steel plates originating or imported from China. The products surveyed in this survey are all brands/series, whether hot-rolled or cold-rolled, whether they are stainless steel plates, sheets, coils, or any shape or width. The thickness of hot-rolled coils is 1.2 mm to 10.5 mm, the thickness of hot-rolled plates and sheets is 3 mm to 105 mm, and the maximum thickness of cold-rolled steel plates is 6.75 mm, except for blade grade steel.
